Tender Specifications for Subcontracting External Expertise on report

Project VS/2008/247: „Stärkung der Informations-und Kommunikationsbeteiligungsprozesse im ICT-Sektor“
1. Background
In order to create a basis for a future presentation of international outsourcing it is necessary to research the different underlying approaches. At the moment, a survey about data on already existing and applied regulations concerning outsourcing in the various European countries and, as a general background for this, the current situation of the ICT industry in the New Member States, does not exist.
2. Purpose of the Contract
The purpose of the contract is the realisation of the above-mentioned background report. The report will consist of two different parts, consisting each of the following elements:
Part I: Statistics on the ICT sector in the new Member States
Research on statistics on the general situation of the ICT sector in the new Member States of the European Union
Part II: Research on outsourcing practices in the European Union
Research on data to analyse outsourcing in companies in selected European countries
Comparative presentation of these regulations and approaches to outsourcing
Editing of the results as a basis of a constructive international dialogue between social partners
3. Guidance and indications on tasks and methodology
With regard to both parts of the report, the task of the consultant (or the consultants) is to analyse selected “best-practice” and negative examples with regard to their impact on human resources development and to use the assessed data as a discussion basis for the multinational conference. Furthermore, the results of the study will be presented at the conference and the consultant will do a follow-up on his research.
4. Expertise required
Concerning both parts of the background report, the consultant (or the consultants) should be familiar with the specificities of the ICT sector and the industrial relations within this sector. Ideally, he or she will have some experience in conducting studies on industrial relations and/or the ICT sector. The consultant will have good knowledge of the new member states and candidate countries and be familiar with their industrial relations systems.
5. Time schedule
The contract starts at 1st September 2008 and ends on 30 November 2009. Days allocated to external expertise for the research on statistics on the ICT sector (part I): 6 days; days allocated to eternal expertise for the research on outsourcing practices in Europe (part II): 10 days.
6. Payments and standard contract
The consultant (or the consultants) will be drafting the report under the framework of a standard honorary agreement with the project coordinator, UNI-Europa. Payments will be made after receipt of invoice. The consultant (or the consultants) will send an invoice covering 70% of the price immediately after the signing of the contract. He or she will send a final invoice of the remaining costs due after sending of the final report.
7. Price
The estimated costs are:
Part I of the report: number of days 6 x 500,00 EUR = 3 000,00 EUR. The price includes taxes, costs for travel, accommodation and food and overheads (VAT included).
Part II of the report: number of days 10 x 580,00 EUR = 5 800,00 EUR. The price includes taxes, costs for travel, accommodation and food and overheads (VAT included).
8. Selection Criteria
The Steering Committee will jointly appoint the consultant or the consultants on the basis of the following selection criteria: level of expertise (expertise requirements mentioned under point 4), coherence of methodology and the price.
9. Award criteria
The contract will be awarded to the tenderers whose offer represents the best value for money taking into account the following criteria:

Transparency
Non-discrimination
10. Procedure
Tenderers are required to submit a CV and references.
