JPGU/UNI-Apro Nepal Postal Unions Seminar held in Kathmandu

Nepali Postal Workers are affected by the global financial downturn such as declining mail volume, reducing saving collection in postal savings bank as well as postal employment system needed to be changed. Extra Post Office(Postal Agency) employees are suffering from insufficient remuneration comparing with civil servants who are working in ordinary post offices in particular. They are taking almost half of regular employee’s wage, since they are paying benefits such as various allowances, social insurance and medical benefits etc. Also postal union has not sustainable circumstances because of circulation system of administrative staffs of governmental department. Those things were revealed at the postal union seminar held in Kathmandu on 25-26 November 2009 where participated around 30 colleagues from all over the country sponsored by the UNI-Apro in cooperation with JPGU. At the opening, Mr. Ghimire, Secretary of Information and Communications, said that Nepal Post provide its service with old system, but the government is trying to improve providing universal service through creating new service products using 4,000 postal network. Brother Roh Joon-hwan, UNI-Apro Coordinator for Post and Logistics sector has contributed to give general situation of postal services in Asia and the Pacific through his presentation and pointed out most of postal operators including private courier services are having serious difficulties of mail volume decline, decreasing revenue etc. Brother K. Ragavendran, General Secretary of NFPE explained his own negotiation experiences against India Post as a case study using bilingual ways in English and Hindi. He has highlighted how to improve working conditions and improving benefits for extra department staffs. Participants were agreed to initiate organizing postal employees, dialogue with government for more workers welfare, development of technical skill and employment, motivation, seminar, training for union members as the future action plan through group discussion.
