UNI Europa welcomes the European Parliament's resolution on Atypical contracts, secured professional paths, and new forms of social dialogue which was adopted on 6th July.
The resolution recommends that, where needed, the priorities for labour law reform should focus on the urgent extension of the protection of workers in atypical forms of employment. The protection includes rights to training, social security protection and support to move into more stable employment through targeted and active employment policies. It welcomes the adoption of the Temporary Agency Workers Directive and also emphasises that most jobs should continue to be based on indefinite (permanent) contracts. The MEP’s also express their concern at the impact of the ECJ judgments in the Laval, Rüffert, Viking and Luxembourg cases on freedom of association and freedom to take action to improve working conditions. In addition, the European Parliament calls on the Member States to put in place a more balanced and fair implementation of flexicurity principles and stresses that flexicurity cannot function properly without strong social protection. Finally, the resolution reaffirms the formal and institutional role of the social partners on a European level (as laid out in the new Treaty) and on a national level which should be based on equal status in the policy making process. They also highlighted the importance of European social dialogue and the positive role collective bargaining has played in maintaining employment and allowing employees and employers to find effective solutions to deal with the economic downturn.
