Call for tender: joint project "Online talent platforms, labour market intermediaries and the changing world of work"

CALL FOR TENDER
UNI Europa and World Employment Confederation-Europe (previously known as Eurociett) are launching their new joint project on online talent platforms, labour market intermediaries and the changing world of work.
As part of their EU Sectoral Social Dialogue work programme, UNI Europa and World Employment Confederation-Europe will conduct the joint project, co-financed by the European Commission, for the next 12 months.
The project consists of three main elements, an external research, a European stakeholders’ meeting and a pan-European conference.
The external research aims at providing quantitative and qualitative data on the development of online talent platforms and their role compared to temporary agency work. The analysis will focus on a series of dimensions, namely:
- The size of these forms of labour market intermediation (market data);
- The level of regulation on online talent platforms and temporary agency work, including the status of the worker and the protection of workers’ rights;
- Access to social security and health and safety at work;
- Access to vocational training for workers working through these platforms;
- Social Dialogue and collective bargaining;
- The impact of temporary agency work and online talent platforms on labour market participation.
Complementing the EU-wide data, the research will produce specific case studies, focusing on specific online talent platforms and/or national practices that UNI Europa and World Employment Confederation-Europe will select based on the availability of data and information and relevance.
In order to carry out the research, UNI Europa and World Employment Confederation-Europe are publishing a call for tenders to select the external consultant that will closely work with UNI Europa and World Employment Confederation-Europe. The call for tender is published on both UNI Europa and World Employment Confederation-Europe websites. All submissions should be sent by registered mail or by hand, addressed to the attention of:

The deadline for submission is 28 February 2017. Tenders received after the deadline will not be taken into consideration.
Along with the research, the two key events will be part of the project: the EU stakeholders’ meeting will gather EU experts from the EU institutions, and EU agencies, university, think tanks and representatives of online talent platforms to provide additional information and feedback as a way to enrich the content of the research.
The pan-European conference will be the final event gathering around 100 participants, where World Employment Confederation-Europe and UNI Europa will launch the key messages of the research and will issue their joint recommendations.
