UNI meets new Head of Unit for e-commerce and postal services in DG Internal Market
Since 1st of June 2011, there has been a new structure within the European Commission DG Internal Market. The postal services have been merged with the e-commerce sector to reflect the Commission’s idea of new synergies and tasks of a digital single market (see youtube video). Mr. Kamil Kiljanski, the last head of unit for postal services now has a different position and will be responsible in the Directorate B: Governance of the Single Market for analysis, impact and evaluation.
The new head of unit for e-commerce and postal services is Werner Stengg. He has worked the last 13 years in the European Commission, first in the textile and clothing sector then in DG Budget as Head of Unit for "Impact assessment, evaluation and economic analysis".
In a first meeting with UNI Europa Post & Logistics, Mr. Strengg admits the urgent need for a study on social consequences but at the same time he emphasised the huge complexity of the topic and the difficulties to make a comprehensive study on this. UNI Europa made very clear that the fight against social dumping in the sector and for sustainable financing of the universal services has priority for the Trade Union movement. “We expect proposals from Mr. Stengg how to realise these demands and we will fight against any efforts to reduce the USO”, says Cornelia Berger, policy officer of UNI Europa Post & Logistics. Mr. Stengg showed his interest in maintaining a stable relation with UNI Europa with regular meetings. As a fist sign he agreed on a meeting with the European postal Trade Unions the 26th of September 2011, the day before the Social Dialogue plenary meeting to give everybody the chance to come to know him and to have an exchange of views.
UNI Europa Post & Logistics demands of the European Commission to find ways for social regulation in the sector and to finance the universal service obligation. We expect a good cooperation with Mr. Stengg and DG Internal Market in the future and look forwards having active debates in a transparent and equal manner on the future of the postal sector.
