UNI americas Breaking Through in Paraguay

During the last meeting of the Regional Executive Committee of UNI Americas (Montevideo-Uruguay, Feb. 2010) the attendants committed to carry out a formal Mission of UNI Americas to Paraguay during the current year, and acknowledged that Paraguay is one of the priorities of the Breaking Through proposal in the Americas. As a part of this process, the Regional Secretary, colleague Raul Requena, recently carried out a mission to that country and worked in the conformation of the Liaison Committee in Paraguay, suggesting the elaboration of a work proposal for the period 2010-2012. In this direction, and taking advantage of the invitation of the TUCA to the Social and Union Forum of the Americas, UNI America’s representative of this activity José Molina, attended the weekly work meeting of the Liaison Committee (which in Paraguay has been denominated “Liaison Table”). Unions from postal, finance, social security, and health service, graphic and private security also participated at the meeting. A clear and broad explanation of the content of the work proposal 2010-2012 was presented by the coordination of the Liaison Committee, which seeks to reinforce the political, management and administration capacity of UNI affiliated unions in that country. The proposal will be presented to the Regional Secretary so that the participants of the UNI Americas Mission planned to be carried out during September shall be acquainted with it. The proposal considers key issues of the Paraguayan unionism and in particular those which UNI Americas’ affiliates should face in order to achieve important changes which may enable to obtain recognition and respect for the national labour movement. The absence of a Ministry of Labour is an example of the serious situation the Paraguayan labour movement is going through, this is one of the few cases in the world. Everything related to labour matters is dealt with by the Vice-minister of Work, ascribed to the Ministry of Justice. The Liaison Committee has reported that consensus has been reached as regards the development of a law project for the creation of a new Ministry of Work that is presently in the legislative process. The Liaison Committee agreed to join the campaign for its approval and especially to offer support for this Ministry to have a relevant and transcendental role in labour life. UNI Americas will remain attentive to the development of this process in the Paraguayan Congress and makes a call to all its affiliates to join a possible solidarity campaign with the Paraguayan Labour Movement. The Liaison Committee committed, in accordance with the guidelines of the Breaking Through proposal in the Americas, that information on the development and progress made as regards this issue will be delivered permanently to UNI and its affiliates.
