Tender Specifications for Subcontracting External Expertise

Project VS/2008/268: „Online-Rechte als Gegenstand der Bildungsarbeit für Arbeitnehmerorganisationen“
1. Background
The results of the project are to be distributed and will be especially used by training institutions of European trade unions. This will increase the European dimension and the added value of the project.
2. Purpose of the Contract
The purpose of the contract is the preparation of the above-mentioned audio-visual training materials. The material will consist of the following elements:
Ÿ Documentation of the key topics of Web 2.0 applications and their impact on industrial relations
Ÿ Audio-visual presentation of different scenarios concerning online-rights at the workplace
3. Methodology
The task of the consultant is to create a (video) film on the above-mentioned issues.
4. Expertise required
The consultant should be familiar with the specificities of the ICT sector and Web 2.0 applications. Ideally, he or she will have some prior experience with audio-visual media and good knowledge of the new member states and candidate countries and be familiar with their industrial relations systems.
5. Time schedule
The contract starts on 24 October 2008 and ends on 31st December 2008.
Days allocated to external expertise: 20 days. A first version of the audiovisual material should be presented to the UNI P&MS steering committee in Brussels on 6 November 2008.
6. Payments and standard contract
The consultant will be drafting the report under the framework of a standard honorary agreement with the project coordinator, UNI-Europa. Payments will be made after receipt of invoice. The consultant will send an invoice covering 70% of the price immediately after the signing of the contract. He or she will send a final invoice of the remaining costs due after sending of the final report.
7. Price
The estimated costs are: number of days 20 x 550,00 EUR = 11 000,00 EUR. The price includes taxes, costs for travel, accommodation and food and overheads (VAT included).
8. Selection Criteria
The Steering Committee will jointly appoint the consultant on the basis of the following selection criteria: level of expertise (expertise requirements mentioned under point 4), coherence of methodology and the price.
9. Award criteria
The contract will be awarded to the tenderer whose offer represents the best value for money taking into account the following criteria:
· Level of expertise
· Coherence of methodology
· Transparency
· Non-discrimination
10. Procedure
Tenderers are required to submit a CV and references.
