They are grouped under three broad objectives:

• Strengthening existing safeguards and international financial cooperation (financial surveillance, prudential regulation, conditions to capital market opening, international taxation, offshore financial centres);
  
• Protect social development goals (households’ rights against predatory lending, community-based financial services, pension regulation);
  
• Spreading responsibility throughout the investment chain (credit risk transfers and credit rating agencies, private investment funds and conglomerates, executives’ and intermediaries’ compensation, corporate governance and share trading regulations).
