JPGU-CPWU Regular Exchange Meeting

The Japan Postal Group Union (JPGU) and the Chunghwa Postal Workers’ Union (CPWU) are major UNI members in UNI-Apro region. The two unions conducted the exchange seminar program in Tokyo, April 10-16. This program has more than 40 plus year-long history. President Chiang Tzu-Chen led 6 members to Japan this year. This exchange program was involved in the joint seminars, post office tours (Nishi-Shinmashi Post Office, Shin-Tokyo Mail Processing Center, and Tokyo International Mail Processing Center), and tsunami-devastated area visits. At the opening ceremony, JPGU President Usuki gave the opening remarks. He first expressed his thanks to the encouraging message and relief money from the CPWU. Following his expression, he briefly mentioned the on-going postal reform bill which was submitted to the Lower House on March 30. He said, “[t]he present bill waters down the postal reforms from the bill previously submitted. We do not really satisfy with this bill, and have to accept this reality as better bill under the current situation of the divided government.” President Chiang delivered, “[t]wo unions have very long relations and I would like to develop this relation. We would like to bring back latest developments of Japan Post Group.” At the seminar, JPGU General Secretary Omata explained the current environment surrounding the Japan Post Group, especially the development of on-going postal bill that includes provisions to reduce the number of companies under the control of Japan Post Holdings from four to three. There was a move of the postal bill during this seminar. He announced “[t]he bill passed the Lower House and was immediately sent to the Upper House.” The CPWU delegation gave the JPGU congratulation. From the CPWU, Wu Wen-feng, Director of CPWU, made presentations on the CPWU and the Chunghwa Post. He explained, “Chunghwa Post faces competitions in the areas of mail service, savings service, and insurance service. And we have to utilize IT technology to overcome these conditions. However, the Chunghwa Post takes advantage of deals with the mainland China.” It is clear to seminar participants that the Chunghwa Post has bright future. At later programs, the CPWU delegation made tour to tsunami-devastated Ishinomaki, Northeast Japan, caused by the Great East Japan Earthquake. The delegation members were listened to the stories from JPGU Tohoku members. Through this exchange visit, JPGU and CPWU shared the common issues and recognized the significance of international cooperation in terms of business issues and union activities. |
