Union to Union, the Swedish organsiation set up by the Swedish Trade Union Confederation (LO), the Swedish Confederation of Professional Employees (TCO) and (Saco), to support international trade union development cooperation, is looking for an evaluator to carry out an evaluation of the capacity buiding projects that UNI MEI is running jointly with FIA (Intrenational Federatyion of Actors) in Latin America since 2010. 

The aim of the evaluation is to :

• To assess the impact of the projects activities towards the project objectives, expected results and indicators, including intended and unintended outcomes.
• To identify and analyse methods in the affiliated organisations as well as learning and recommendations for future work;  
• To assess the relevance, and effectiveness of the approach including sustainability; and
• To give recommendations for improvements of methods used so far. 

The results of the evaluation will be used by Union to Union and FIA, UNI MEI to inform future project development.

The successful applicant shall:

• have considerable and documented experience from international evaluations and evaluation methodologies,
• have experience from methodology analysis, if possible also from statistical work and surveys,
• have excellent knowledge in English and Spanish (oral and written), Portuguese a plus
• contextual knowledge/experience from trade union development co-operation or knowledge of the sector (unions, media and culture sector). 

It is recommended that the evaluator is based in Latin America and have contextual knowledge of some of the countries that have been part of the project.
