EU member states adopted Monday a new “blue card” system to attract highly qualified non-EU workers as well as measures to sanction EU employers who would use black-market labour reported EUbusiness.com.



“Highly skilled migration into Europe increases our competitiveness and economic growth, and helps tackling the demographic problems resulting from our ageing population” said the EU Justice Commissioner Jacques Barrot.



The blue card initiative that will come into force in the next two years in some EU states offers certain employment and residency rights to those who received it.



It is true that Europe needs to fill in certain job positions since the bloc is struggling to compete with the USA which attracts almost twice the number of skilled workers. But, although UNI Global Union is not against the concept of the blue card in itself, we think it has to be carefully monitored and those companies that abuse the system should be severely punished.
