On 27 February 2014, the Confederation of European Security Services (CoESS) issued a statement in support of the right, based on Articles 152,153, and 155 of the TFEU, that social partner agreements are made legally binding.

The Statement was issued following the information provided to the Sectoral Social Dialogue Committee on Private Security Services in Brussels on 10 December 2013. The Social Dialogue Committee was informed of the decision of the European Commission not to forward to the Council the agreement signed by the representative social partners on occupational health and safety in the hairdressing sector.

CoESS, through its Statement, supports the application of the concerned articles of TFEU as well as the principle that if and when European social partners achieve the signature of a social partner agreement, or a European collective labour agreement, and once the conditions for this signature are met, then the European Union should promote that agreement, aim towards its swift implementation, and ensure its legal transposition as foreseen by the Treaty on the Functioning of the European Union (TFEU).
