In the end of March 2014, the Social Dialogue Committee for Central Government Administrations (SDC CGA) held a discussion regarding the delayed decision of the European Commission to present the social partners’ Agreement on health and safety in the hairdressing sector to the Council for its decision.

The Committee heard the reasoning of the EU Commission who explained that the Agreement was still subject to a cost and benefit analysis before it can be submitted to Council for transposition into EU legislation. 

The analysis process is in line with TFEU articles 152, 153 and 155 that promote social dialogue at all levels, the autonomy of social partners, and the EU duty to improve the working environment including health and safety at work.

In light of this explanation, the SDC CGA asked the Commission services to be kept informed on a regular basis over the state of play with the pending submission of the Agreement to Council. 

The Commission services were also asked to inform the Social Dialogue Committee of the envisaged timing for the finalisation of the cost and benefit analysis which has now become long overdue two years after the signature of the Agreement.

SDC CGA hoped that the EU Commission will reach a positive conclusion over the social partners’ Agreement on health and safety in the hairdressing sector and that it would soon be forwarded to the Council for its legal transposition.
