The economic crisis has hit temporary workers hard, and the most vulnerable groups within temporary agency workers even harder.



The temporary worker culture was borne out of companies requiring specialists with a specific skill set. They were often paid more than their full-time counterparts and hopped from one company to the next. But now, they are regarded as cheap labourers that are hired to do simple tasks.



Concerned with this, the Japanese government started reviewing the worker dispatch law. This will lead to a number of changes, e.g. companies will be banned to use registration type of recruiting and to recruit temps for day labour jobs.



According to the article in Asahi.com, the changes would leave some problems unsolved. "The principle of the same pay for the same work is the norm in Europe. It may be unrealistic to expect an early introduction of this principle in Japan. But serious efforts should be made to establish this rule."
