The Statement aims at creating a partnerships among the signatories in order to achieve fair conditions for the temporary agency work industry and temporary agency workers through the global social dialogue.
The parties recognize:
• That the ILO Convention 181 on private employment agencies and its accompanying Recommendation 188 provide a framework that allows for the improved functioning of private employment agencies;
• The ILO Declaration on Fundamental Principles and Rights at Work, namely freedom of association and the effective recognition of the right to collective bargaining, the elimination of all forms of forced or compulsory labor, the effective abolition of child labor, and the elimination of discrimination in respect of employment and occupation as a
means to ensure decent working conditions for temporary agency workers;
• That temporary agency work contributes to improve the function of labor markets and fulfils specific needs for both companies and workers and aims at complementing other forms of employment;
• The need for further discussion and elaboration on a large number of issues including the agreement between UNI and CIETT. They shall seek to develop joint actions falling within the framework of their respective areas of responsibility.
Indonesia Outsourcing Association (IOA) – Asosiasi Bisnis Alih Daya Indonesia (ABADI) is the only association representing temporary agency work business in Indonesia. It unites 62 company members covering more than 80.000 in all major cities in Indonesia. Some of the members have operations in other countries as well.
ASPEK has members in a few temporary work agencies affiliated to IOA-ABADI. Since the Statement was signed, the union hopes to organise even more members.
