UNI Europa and CoESS sent a joint letter to the European Parliament and the European Council in view of the trilogue negotiations on the European directive on public procurement.



The private security sector is crucial in providing safe and secure environments especially in sensitive areas. High level training standards are, therefore, required. Given that 90% of the costs are labour costs, assessing a public tender on the basis of the tenders’ compliance with European and applicable national employment and training standards, contributes to avoiding poor practices from Member States.



In particular, UNI Europa and CoESS stressed that awarding contracts on the basis of the lowest price does not provide sufficient guarantees that a tender is assessed both on its economic and social merits.



UNI Europa and CoESS strongly argue in favour of applying the same treatment to all services as regards the inclusion of a mandatory social clause to guarantee the respect of national labour law and collective agreements.
