When the final draft of the Norms on the Responsibilities of Transnational Corporations and Other Business Enterprises with Regard to Human Rights was fiercely opposed by the business sector in 2003, General Kofi Annan appointed John Ruggie as the UN Special Representative for Business and Human Rights.

Ruggie came up with the “Protect, Respect and Remedy” framework as a way to further the business and human rights debates in 2008 and subsequently the UN Guiding Principles on Business and Human Rights was presented in 2011.

As the UN Guiding Principles on Business and Human Rights starts to gains more attention from the public, the Center for Labour and Social Studies (CLASS), Nepal has responded with their comments on the Guiding Principles.

In their report, CLASS Nepal explains the background in which the Guiding Principles were designed and analyses its inadequacy.
