In 2012, WADA discontinued its practice of reporting doping violations and results from its “smart” out of competition program. Instead, it is touting an expanded analysis of laboratory results which only includes positive tests.

“It makes it look like they’re trying to hide something” said UNI Sport Pro’s Walter Palmer, “Positive tests are exactly the wrong indicator to use if you want to measure effectiveness in catching doping cheats. It’s unclear to me why WADA would persist in using this measurement as it includes therapeutic use exemptions and other legitimate or non-sanctionable uses for substances on the prohibited list. It makes no sense and raises serious concerns about the lack of an evidence based approach to anti-doping”.

According to UNI Global Union’s “Adverse Analyzing” report; in 2010, WADA reported only 758 violations out of 277,923 tests worldwide. WADA’s 2010 out of competition testing program reported similarly meager numbers: only 3 violations reported out of 1971 urine and 245 blood tests in 75 different countries and on athletes from 94 different nationalities. In 2011, there were 4 reported violations from the same program.
