Since its conception, the TISA has been an undemocratic instrument that attacked the regional integration process in the Southern Cone. Its secrecy can only be explained by the recent information released through Wiki Leaks: the TISA proposes a more violent and forceful neoliberal agenda than that of the current GATS. They are trying to secure once and for all key sectors of emerging countries, such as telecommunications and finance, to the interests and schemes of large international corporations. Also, they want to eliminate public services and privatize key sectors to achieve social justice and equity in the region.

These are the reasons why Uruguay recently withdrew from the negotiations, after a thorough internal and interdisciplinary debate involving several ministries and state agencies. This democratic and open debate carried out in Uruguay revealed that the TISA would take away sovereignty from the country and restrict its economic policy decisions in favour of large transnational corporations and against the interests of the Uruguayan people.

UNI Americas, therefore, urges other countries of America to abandon the negotiations, especially Paraguay, a full member of Mercosur, as well as Chile, Peru, Panama, Costa Rica, Mexico and Colombia.
