Tender Specifications for Subcontracting External Expertise on report

Project VS/2008/247: „Stärkung der Informations-und Kommunikationsbeteiligungsprozesse im ICT-Sektor“
1. Background
An important part of the project is the preparation of the project results. Therefore, a person with journalistic skills and competences will be commissioned to draft a conference report (about 15 pages). This report will be discussed during the follow-up and disseminated through various media, among others via the project website.
2. Purpose of the Contract
The purpose of the contract is the realisation of the above-mentioned conference report. The report will consist of the following elements:
Report on the course of the event
Report on the discussed contents
Report on the debate and on the decisions taken at the conference
Materials.
3. Guidance and indications on tasks and methodology
The task of the consultant is to report and to analyse the discussion and the results of the conference with regard to key issues such as the principles of sustainable outsourcing, the rules for outsourcing management and the intensification of the social dialogue between the social partners in the countries of reference.
4. Expertise required
The consultant should be familiar with the specificities of the ICT sector and the industrial relations within this sector. Ideally, he or she will have some journalistic experience and good knowledge of the new member states and candidate countries and be familiar with their industrial relations systems.
5. Time schedule
The contract starts at 1st September 2008 and ends on 31st January 2009. Days allocated to external expertise: 12 days.
6. Payments and standard contract
The consultant will be drafting the report under the framework of a standard honorary agreement with the project coordinator, UNI-Europa. Payments will be made after receipt of invoice. The consultant will send an invoice covering 70% of the price immediately after the signing of the contract. He or she will send a final invoice of the remaining costs due after sending of the final report.
7. Price
The estimated costs are: number of days 12 x 550,00 EUR = 6 600,00 EUR. The price includes taxes, costs for travel, accommodation and food and overheads (VAT included).
8. Selection Criteria
The Steering Committee will jointly appoint the consultant on the basis of the following selection criteria: level of expertise (expertise requirements mentioned under point 4), coherence of methodology and the price.
9. Award criteria
The contract will be awarded to the tenderer whose offer represents the best value for money taking into account the following criteria:

Coherence of methodology
Transparency
Non-discrimination
10. Procedure
Tenderers are required to submit a CV and references.
