On their web, REC (the Recruitment and Employment Confederation in the UK) declares its support for the call of the Confederation of British Industry (CBI) to allow agency workers to be used to cover for striking workers. The UK law currently prohibits this.

This is clearly in breach of the CIETT code of conduct page 3, which states:



As socially responsible employers, the Ciett members fully agree to recognise through this Charter of private employment agencies that:

3. Private employment agencies should not make workers available to a user enterprise to replace workers of that enterprise who are on strike.



Most importantly, REC are in violation of the UNI Europa - Eurociett Declaration on Flexicurity from 2007 (see attachments) point 7.3 which clearly states:

Temporary work agencies and user companies shall not replace workers who are on strike by temporary agency workers.



UNI Europa raised this issue with Eurociett and the European Commission in the sectoral social dialogue meetings on October 8 and November 30.



UNI Europa supports its British affiliates clearly standing against the use of temporary agency workers as strike breakers and calls Ciett to address this issue with their member organisation, REC. UNI Europa requests a retraction of the REC support for the CBI proposal and a statement of their verbal commitment during the social dialogue meeting that they are not in favour of temporary agency workers being used to cover industrial action.
