Luxembourg bank sector agreement on moral harassment signed

This agreement is based on a 2009 European framework agreement. It defines moral harassment and sets rules for prevention, counseling and resolution in the banking and insurance sector. Specific to this sector is the creation of a counselling body, the ASTF (Association for health at work in the financial sector), which gives free advice anonymously to the victims.
’’ Luxembourg's sector agreement between social partners is an important step towards taking care of the issue but is not enough. We need a national law on moral harassment. There is no law to sanction mobbing in Luxembourg. If victims have the right to appeal, legislators are in no hurry to get to the root of the problem " says Marcello Magliulo, vice-president of the OGBL Bank and Finance Union and Equality delegate at BIL Bank (Banque Internationale à Luxembourg).
Moral harassment is a growing issue in Luxembourg said Marcello Magliulo as an introduction to the Conference on harassment and mobbing organized by OGBL on June 13 2013:
Marcello Magliulo made reference to a Statec study on moral harassment to explain the following. The economic crisis, increasing job complexity and insecurity have lead to a higher occurrence of moral harassment in the work place with the banking sector leading (12% of employees in banking and insurance, followed by commerce 11% and the public sector 9%, which is also the mean for all sectors).
The most common forms of harassment in Luxembourg are:
1. False or offensive appreciation of your work, constant criticism or your work
2. No ones speaks to you
3. Doubts are expressed about your decisions
4. You are totally ignored or ridiculed
5. Harm is caused to your private life or at your workplace
Increased social dialogue on strategic prevention and resolution of moral harassment is a must as at present victims end up mostly isolated physically and psychologically.
The sector agreement is a positive step towards a better support of victims and treatment of this social disease but M. Magliulo stresses that most of all there is a need for a law.
