Breaking Through in UNI-Apro Postal

APPU Executive Council meeting, which was held in Bali, Indonesia, on 21-25 June, approved proposed MOU between APPU and UNI-Apro in its session on 24. June. It was a historical decision, because APPU, an inter-governmental organization, adopted UNI’s initiative and left Mr. Somchai, APPU Director, the right of signing on MOU at any convenient time up to the next APPU EC meeting in Mongolia. A long-term effort of UNI Apro Post and Logistics is rewarded on the day of 24. June. UNI-Apro delegation consists of four, namely Bro. Suffian, President of UPUS Malaysia, Bro. Effendy, General Secretary of UPCW Malaysia, Bro. Yayang, Assistant Secretary of SPPI Indonesia, and Bro. Ito, Director of UNI-Apro Post and Logistics. They emphasized how important stable labor management relations are. Bro. Yayang explained a successful example of Pos Indonesia, where postal workers union was created in 2001, and CBA was concluded recently after struggling for several months. Bro. Ito stressed that MOU is a joint declaration of labor and management on CSR and sustainable development of postal services. Bro. Suffian and Bro. Effendy made a last lobbying effort to realize the MOU at the venue of APPU EC meeting. It is a breaking through in terms of relations between UNI and regional restricted unions, such as APPU. UNI has concluded MOU with UPU in 2008 and now it moves to the region to sign regional MOU with its restricted unions. The MOU with APPU will be the first one in this strategy. This achievement was made by all affiliates in Asia and the Pacific in terms of lobbying to each postal administration, both regulator and operator. At the same time, UNI HQ helped us a lot, for example, Bro. Neil Anderson directly talked with Mr. Mark Lawley, Chairperson of APPU EC from New Zealand Post. However, the fact that proposed MOU was approved unanimously was a result of the long-term efforts of UNI-Apro Post and Logistics, which has started the relations with APPU in 1998. UNI-Apro Post and Logistics also began with a joint seminar with APPU in 1999. Trust building process took more than ten years. MOU will make UNI Apro closer to postal administrations and UNI Apro will have a chance to set up union in non-union existing countries. |
